We are aware of a property tax phase-in for some properties in West Hartford that is affecting their assessed value for the 2022-23 fiscal year.
Note : this issue only affects properties that saw an increase between 2020 Grand List assessment and 2021 Grand List assessment. If there was an increase, there is a 75% phase in tax applied to the amount of the increase.
For instance, if a property had a 2020 assessment of $200,000 and a 2021 assessment of $250,000, the $50,000 difference is taxed at 75% and added to the taxes levied on the $200,000 for the total tax amount.
$200,000 (2020 assessment) x 40.68 (mil rate)= $8,136 (taxes)
$50,000 (difference between 2020 and 2021) x 0.75 x 40.68 (mil rate)= $1,525 (phase in)
$8,136 + $1,525= $9,661 total tax amount
Vision Appraisal is not factoring in the phase in for the affected properties. The tax figure it is showing is based on the entire amount.
The tax bills that are sent to the homeowners, however, reflect the phase in and are accurate.
